Our VPC subnets have no DHCP — and that's fine
The nested ESXi appliance sat at ‘waiting for DHCP’ for ever. VPC subnets don’t hand out addresses: the VM Service does, through cloud-init, sysprep or OVF guestinfo, depending on the guest.
